My two cents worth only. 1-8 twist is not going to adore a lot of pills over 60 grains. I think it will love bullets such as the 50 to 55 area, with a 40 grain. Bullets like the NBT, SGK, SMK in the 50, 52, 53 and 55 is going to shine with a powder like 4198 burn rate. I understand that powder and bullets aren't like picking up trash and hard to come by and just saying. Depending on what you want out of the rifle is up to you. I see no reason at all, for using a boat tail if shots are under 200 yards and a flat base bullet tends to work great. The flat base tends to be more forgiving when using ball type powders also or seems to me, they do. I dumped 4198 to 4895 burn rate in the 223 and 222. I shot International Bench Rest with the 222 using a 52gr Remington flat base and IMR4895, back in the day. Yeah, 4895 and an out of production Remmy bullet,, was fairly good back then. Some of the most accurate loads that I ever produced was with the 222 and 223. All was using a good flat base and extruded single base powder.
I see no need to push the bullet close to lands and thinking a jump of 20 to 35 thous to lands is going to create a decent pressure curve. Generally Howa barrels are decent and falls in the Weatherby Van guard area of things. I praise them two a point and heat will take a toll on some and fast. They will start to whip but not not so much, until reaching 130 degree point at throat and first 6 inches of pipe. I truly believe you can get MOA or Sub MOA out of it if using a powder such as IMR or H4198, H332, V130 , LT30, H4895 or a good lot of BLC-2,, with a 50 to 55 semi boat tail or flat base bullet. Don't over look a simple Hornady, Norma, Speer or such. More hinting around and harping on flat base bullets shooting sub moa, with same dead dead results and stabilize well, in short pipes,, 225 yards and less. Sure, 350 is easy but ya better be good and wind on your side,,, after 250 yards and using the flat base with the sweet spot of any day accuracy. This node might and probably will,, come in at the low end or mid point of the rifle's,, max. Keep in mind that the chamber in those rifles are made to eat anything and function. They aren't on the best side of being completely perpendicular and not knocking things down. Just saying that you can make it exceed your expectations.
Crown or bur on crown problem may be something to check before going any further.
