the "police sniper" manhunt... here in my state...

I think everyone knows about the wacko that shot two state police here in PA... the big manhunt, etc etc.
Here's my thing...?
all reports on the news were using phrases relating the "locked down" condition of the town/area they were searching for him in. Terms such as "shelter in place" are being used, as well as others. CALL it what you WANT? it amounts to...
1) if you are "told" or "ordered" to stay in your house, are you ARRESTED if you leave your house?
2) I wasn't aware of the EXACT nature of this vague authority, and was wondering if anyone else knew the relevant law that covered it.

if you were at work when the roadblocks went up? You arent allowed home for DAYS. You can leave town, you can sleep in your car on the bridge... whatever.
if you are at HOME when the roadblocks went up? your not allowed to LEAVE.

NOW, i certainly appreciate the situation? Yes, theres a MANIAC running around, and they do have to get him... i'm just curious about this vague authority. I wasnt aware of the "shelter in place" law, lol
i mean... i always thought the GOVERNOR could determine a "state of emergency", and THEN certain special conditions and powers could be put into place... curfews, travel restrictions, etc etc. And the GOV determined the "area" the order was in effect for.

there are really two "kinds" of authority... "actual" authority, and, "perceived" authority... and most of the time few people are really sure which is which...
I know of cases where a police officer (recently, too) issued a fine for swearing in public... naturally? the local magistrate upheld it, and a fine had to be paid. The TRUTH is, it can be appealed, its a automatic win at county (supreme decision, lol), and it sets the stage for a "settlement" lawsuit. This is "perceived" power, though... because most young people or the harried parents would not realize its a completely unlawful local law. You typically just pay your fine and move on. (reinforcing the behavior)
another case? a police officer "orders" someone to "go home" (without them being involved in a criminal act, they are over 18, etc etc) if you ARGUE with the police officer about him "being able to" send you home? You guessed it, you get a vague fine...

so... in THIS case? i completely understand whats going on, and i even appreciate the gravity of it all. I WOULD like to point out, though? this is an "all or nothing" case simply because a POLICE OFFICER was shot and killed. There might still be a manhunt had a regular citizen got killed the same way? but... it wouldnt be nearly so severe a manhunt. The lesser upon the social/socioeconomic ladder you are when you are killed? the lesser the intensity of the manhunt.
i mean, if i get ambushed and killed? Theres an "APB" and a warrrant put out... eh... SOME cop will run across the murderer SOMEwhere, e-VEN-tually...

but, in light of the "demonstrations" down south, and this "shelter in place" orders here in my state? I was wondering if anyone knew the police actually had the power to "declare" de-facto martial law like that....
its easy to see how one day in the future, "assumed powers" could be abused.
